Why the Bill of Rights are Necessary

At the conclusion of the Philadelphia Convention of 1787, the Constitution that was submitted to the States for ratification contained only the Articles. When New York and Virginia threatened to call a new convention, Congress set about writing amendments. Twelve were submitted. Ten were ratified in 1791. They are the Bill of Rights.

17th Amendment
